Description: Neuroethics Panel at the 2019 IEEE International Symposium on Technology and Society (ISTAS), featuring: James Giordano, Francis X. Shen, Laura Specker Sullivan, William (Jamie) Tyler, and Mark A. Vasquez. This panel is being live streamed. Current and emerging neurotechnologies are being considered and used for a range of applications in medicine, public life, and national security operations. Broad international efforts in neurotechnology create new opportunities, issues, and challenges to establishing precepts and guidelines to assure sound research and use-in-practice. The session will focus attention upon the need for neuroethico-legal guidelines/best practices and will emphasize IEEE's leadership in this space. Sponsored by IEEE TechEthics in partnership with the IEEE Brain Initiative, Brave New Brain-Tech: IEEE Neuroethics Program Development of Guidelines for Use of Neurotechnologies in Practice explicates the IEEE enterprise both addressing these realities and working to establish principles and direction for stake- and share-holders in the field. The ongoing efforts of the IEEE Neuroethics Program of the IEEE Brain Initiative will be presented, including defining and categorizing current and emerging neurotechnologies, elucidating ethico-legal and social issues generated by context-specific applications of these technologies, and proposing guidelines for these issues' address and resolution. Attendees will be provided with information on how to engage with the effort.
